000 births in 2011-13, compared to what is allotted, which will elect the lower house of its parliament on September 18, "Why I have come out today is because a malicious attempt is being made to ignite passions.. It is easy to ignite passions and then regret at leisure My attempt is an appeal that this is not a Dalit versus non-Dalit issue Let us not encourage any rumour mongering that promotes casteism and provokes communities I request let us be extremely responsible." Significantly it is not the high-profile political tourism over Vemula’s death that has turned Hyderabad into a tinderbox now but the elections for Greater Hyderabad Municipal Corporation that are to take place on 2 February While the national parties and the likes of AAP TMC and Left have made their position clear the views of the two regional parties whose opinions perhaps would have mattered most—the TRS and the TDP—are not known to the wider world Or perhaps no one outside of Andhra Pradesh and Telangana cares about what they have to say for Vemula’s unfortunate death has become a national issue The government’s decision to pitch Irani known for her aggressive articulation thus has been largely strategic As HRD minister the issue concerns her ministerial domain but she took four days to come out and make the government’s position known on the subject Smriti’s defence for the delay was that she was ascertaining facts and since she held a responsible constitutional position she couldn’t have spoken without adequate information officially made available to her A ministerial fact-finding team had been sent to the University of Hyderabad to get details from the institution and the local police She however held her media briefing hours before the fact finding team was to submit its report to her The key questions that agitated everyone’s mind when she held that briefing was whether Minister of State (Independent Charge) for Labour Bandaru Dattatreya was right in writing to her that the University of Hyderabad had become a den of casteist extremist and anti-national politics The labour minister also sought action against Ambedkar Students Association activists and alleged that the university administration had become "mute spectators" The second question was if Irani’s ministry was pressurising the University of Hyderabad by sending five reminders while seeking response on Dattatreya letter An FIR has been filed against Dattatreya and the institution’s vice chancellor Appa Rao Podile Smriti one must admit had come prepared with facts and perspective She referred to a letter written by Congress’ Rajya Sabha MP Hanumantha Rao on 17 November pertaining to sufferings of marginalised community members from the Telangana region in the university According to an official circular on Central Secretariat Manual of Office Procedure issued by V Narayansamy the then minister of personnel in the UPA government if there is a VIP (MP) reference it has to be acknowledged in 15 days and another 15 days may be taken to reply to it Since no response was forthcoming from the university the ministry had to send reminders As per the procedure the ministry kept sending reminders to the university from September till late November The university finally responded in the first week of January Smriti said by sending reminders the ministry was not doing any special favours to Dattatreya or acting under his pressure but was simply following the procedure because the ministry had sent six reminders to university on Hanumatha Rao’s letter While defending the government she also referred to the High Court the executive council nominated by the UPA government disciplinary committee hostel warden while emphasizing that some of these officials were from the Dalit community But what the HRD minister didn’t seem to realise is that she took too much of time in ascertaining her facts The issue has gone beyond the realm of administrative matter It has become a social political and a perception issue against her government and her party — the BJP On Sunday morning an empty hall greeted BJP leaders in Agra Just a few days ago the BJP had dreamt of filling up the hall with 40000 Dalits and giving a rousing welcome to party chief Amit Shah But its inability to gather even 1000 Dalits in a city that has them in huge numbers set off a quick chain of political events The first casualty has come from Gujarat The state’s chief minister Anandiben Patel quit interestingly after a posting a note on Facebook Now state BJP chief Vijay Rupani will likely take over as CM Coincidentally it is Rupani’s birthday on Tuesday Anandiben Patel PTI Anandiben Patel’s resignation was not a question of ‘if’ but ‘when’ But the failure of BJP’s Dalit outreach programme in UP underlined by the Agra disaster hastened her exit Under her watch Gujarat was slipping rapidly away from the BJP’s hand Since the ramification of losing Narendra Modi’s bastion would have set off a chain of events that would have been politically disastrous the BJP just couldn’t have continued to twiddle its thumbs in the state It also needed to give a message to Dalits especially those in UP that the BJP was concerned about the growing unrest in the community Anandiben had to go In a message posted on her Facebook page the Gujarat CM on Monday announced she has asked the central leadership to relieve her of her duty Patel said she had tendered her resignation two months ago to give “enough time to the new incumbent to prepare for important events like the upcoming Vibrant Gujarat summit” The CM said she has asked the party to relieve her a few months before she turns 75 Patel then proceeded to meet the Gujarat Governor She also gave a detailed statement on Monday evening Gujarat had turned into a veritable mess since last year’s Patidar Andolan for reservation that led to massive protests and violence throughout the state In the aftermath of the protests Gujarat’s Patidars appeared to be drifting away from the party they had supported for almost two decades Their 15 percent votes had been the bedrock of the BJP’s successive electoral wins in the state But the recent local bodies elections in Gujarat showed that ground beneath the BJP’s feet is shifting In Saurashtra the BJP suffered major losses in the polls ceding ground to the Congress The very fact that the BJP had failed to retain the support of the Patels in spite of having a politician from the community as the chief minister meant Anandiben’s days were numbered While the dust was yet to settle on the Patidar Andolan — it is still alive and kicking in Gujarat ready to erupt when the time is right — Anandiben was rocked by a series of allegations of corruption especially against her daughter Anar For years BJP had thrived in Gujarat on the reputation of Modi as an incorruptible CM His ‘na khaoonga na khaane doonga’ slogan had paved the way for a mini electoral revolution across India leading to the UPA’s demolition in 2014 Though the BJP brazened out the charges against the CM and her daughter there remained an undercurrent of discomfort within the party Anandiben may still have ploughed on creating the impression that she would make way for someone else after the next assembly polls due in around 18 months Since Modi believes in giving his trusted lieutenants a long run and doesn’t easily give in under pressure it was widely believed that Anandiben will survive till the elections The BJP was toying with the idea of retaining her and simultaneously projecting a young leader as her successor after the polls But the Dalit agitation in Gujarat forced the BJP’s hand For the past 15 days massive protests by Dalits against oppression by upper castes and cow vigilante groups had been giving sleepless nights to the BJP not just because of the impact on Gujarat but also in many other poll-bound states Dalits are just 7 percent of Gujarat’s electorate They have traditionally supported the Congress in Gujarat elections On paper their revolt did not appear a big setback to the Gujarat BJP But the ongoing stir ruined its plans of a massive Dalit outreach in Uttar Pradesh and effectively demolished the dream of uniting the virat Hindutva parivar in a political coalition Somebody had to pay the price for this Anandiben did Ironically like Smriti Irani Anandiben was handpicked by Modi for the job Both have fallen to Dalit politics One a victim of her inability to handle the aftermath of Rohith Vemula’s suicide The other of the BJP’s dangerous ploy of trying to run with Dalits and hunt with gau rakshaks Written by letter The civic body should appoint a separate agency for painting zebra crossing stoppage line parking line on city roads The letter further said that it was necessary to do the painting once in a month at all the main junctions and roads PMC Traffic Planner and Chief Engineer Srinivas Bonala said that the traffic police’s demand would be taken up for discussion and it would do whatever the civic body feels feasible “The traffic police works to manage the traffic of the city The PMC had provided some equipment a few years ago but the fresh demand would be taken up for consideration The traffic booths were once installed in the past but removed after it was found that the citizens were using it to put advertisements on it” he said adding that the traffic booths would have to be Though the Sahitya Akademi had sent over 70 writers representing the major Indian languages – including some of the most respected writers in English – her voice was the most credible for listeners
